Four of OARC's member agencies serve as Local Development Districts (LDD) for 32 of Ohio's Applachian counties. The Appalachian Regional Commission (ARC) is a federal-state partnership that works with the people of Appalachia to create opportunities for self-sustaining economic development and improved quality of life.
By creating or retaining jobs, providing access to education or training, increasing availability to water and sanitary sewer services as well as maintaining and upgrading bridges and roads, the projects administered by LDDs build the regions' infrastructure for future growth.
- The 2011 Impact Report is now available.
- In 2011, Ohio’s LDDs administered 51 ARC projects with $47,935,963 in total project costs which resulted in 1,052 new jobs and another 2,295 jobs retained in the region. Funding was provided by Federal ARC and the Governors Office of Appalachia.
BizNet Business Retention Program

BizNet is a unique approach to helping businesses survive and grow by helping them identify and access a host of critical business services with as little red tape as possible. The BizNet program area includes Ohio's Athens, Belmont, Guernsey, Hocking, Jefferson, Meigs, Monroe, Morgan, Muskingum, Noble, Perry & Washington Counties.A collaboration of chambers of commerce, workforce and economic development organizations, universities and career and technical centers, and state and local government agencies, BizNet strategically targets businesses with growth potential as well as those facing challenges, and then conducts interviews with leaders of those businesses.
The BizNet Report provides an overview of the BizNet Business Retention Program in the 12-county SE Ohio region ending June 2011. The program was funded through an Early Warning grant with The Ohio Dept. of Development. AEP has provided a continuation grant of $10,000 for the BizNet visitation process in the short-term as well.
